After Monarch Security was ordered to kill the students and witnesses present at Riverport University during Monarch's attempt to extract the University time machine from the Project Promenade lab, Carlo and Gibson worked with Martin Hatch to torture key witness, Amy Ferrero, a university student who openly protested against the corporation.

She was killed by Gibson When she refused to provide Martin Hatch with information regarding the witnesses at the University that could implicate Monarch for the incident. Shortly after her death, Carlo approached Hatch and relayed information to him, presumably concerning the disappearance of Jack Joyce's transport.

When Martin Hatch was able to blackmail Amy Ferrero into cooperating with Monarch Solutions to paint the Anti-Monarch protests and Jack Joyce in a negative light (using information that showed her home and family were being monitored by Monarch), Gibson and Carlo departed from the room shortly after Hatch thanked her for her "help".

Shortly after her interrogation, Carlo approached Hatch and relayed information to him, presumably concerning the disappearance of Jack Joyce's transport.

"Deception"

When Liam Burke was able to escape from his holding cell on Gull Island, Gibson and Carlo were assigned to find him and keep watch over his wife, Emily Burke. Carlo went after Liam, and was able to shoot him from behind before confronting Charlie Wincott and Fiona Miller, who he believed were working with Burke to sabotage Monarch.

Charlie was able to convince Carlo to let him and Fiona go when he named himself as the one who reported their whereabouts to and worked with Martin Hatch. Carlo, assuming he had killed Liam with a single shot to the chest, he contacted Gibson and declared him dead. Gibson explained to Carlo that Liam's wife was a nurse working at Riverport Hospital. Carlo, removing Liam's sidearm from his holster, taunted and told Liam that he would enjoy killing his wife.

Without warning, Liam slit Calro's throat with the knife he hid in his boot. Carlo choked on his blood and bled out from the wound. Disarming Carlo's dead body, Liam shot him three times before leaving the scene.
