Commander Brown is a Monarch Solutions Security officer.[2] During the events of October 2016, he was assigned to the Industrial Area at the time of Jack Joyce's capture by Monarch.

"Monarch Solutions"[]
Some time after the stutter that traps both Beth Wilder and Liam Burke, several of Commander Brown's men are attacked and killed by Jack Joyce. When Brown found Liam and Beth, he assumed that they helped Jack kill his men and demanded that they surrender themselves to his surviving team.
He refused to listen to Liam when he tried explained that he was not involved in what happened and was loyal to Monarch. When Brown appeared to get both Liam and Beth to comply to his orders, Beth's insistence that they would be killed if they surrendered drew Brown's attention, distracting him long enough for Liam to attack him. Brown and his team were rendered unconscious during the fight with Liam and Beth.
Act 2[]
During Jack and Nick Marsters or Amy Ferrero's initial escape, Jack overhears a transmission between Charlie Wincott and Clarice Ogawa discussing Liam and Beth's fight with Commander Brown.[3]
Known Inconsistencies[]
- In "Prisoner", not moments after the end of the stutter and Beth's explanation to Liam, Commander Brown appears and states that Jack Joyce attacked "half his men". However, in Act 2, Part 1, the stutter ended right after he escaped the transport. He did not encounter any troops from Monarch Security until much later.
